天津市高层次创新型科技人才队伍建设问题研究

加强高层次创新型科技人才队伍建设,是落实科教兴国战略、建设创新型国家的重要举措,是实现经济发展方式转变和增强自主创新能力的前提和关键。作为环渤海区域的重要中心城市,天津市人才伍建设取得了很大成就,然而,与北京、上海等城市相比还需要进一步优化。对天津高层次创新型科技人才队伍现状进行调查的基础上,指出其存在的问题,并分析了产生问题的原因。
