| 摘 要： | 以江泽民同志为核心的第三代中央领导集体继承和发展邓小平的民主法制理论,在中外共产党执政史上首次提出并确立"依法治国是党领导人民治理国家的基本方略",并对依法治国的目标、与党的领导的关系、实施措施、与"以德治国"相结合等问题作了深刻阐述,对社会主义现代化建设具有深远的理论和实践意义. |
