论新公共管理改革内容的国情适用性

新公共管理改革对一国国情的适用性受多种因素制约,新公共管理内容本身是一个重要方面。新公共管理改革的不同内容对借鉴国的国情有不同的适用性。其中,观念文化的变革最难,体制机制次之,技术工具相对容易。按照改革内容的不同特点和适用性要求,我国在推动政府转型和行政管理现代化的过程中有选择地借鉴新公共管理是完全可能的。

On the National Applicability of the Contents of New Public Management Reform

The applicability of New Public Management reform to national conditions is restricted by various factors, but the new public management itself is an important aspect. Different contents of the new public management reform apply to the national conditions of different countries. Among the contents, the most difficult one is the cultural concept; institutional mechanisms come second, technical tools are relatively easier. In accordance with the different characteristics and requirements of contents of the reform, it is of great possibility that our country uses selectively the new public management reform for reference in the processes of promoting government transition and administrative modernization.
