摘    要:提升青少年公共安全素质对我国公共安全事件应对具有重要意义。在全面梳理“公共安全素质”概念演进的基础上,逐级编码构建以“内部驱动力”和“外部表现力”为核心范畴,公共安全意识、公共安全知识、公共安全道德、公共安全行为及公共安全心理为一级指标的当代青少年公共安全素质结构模型。通过对模型中一级指标特征的剖析,阐述在新冠疫情应对中呈现出的青少年意识主导型、行为主导型及道德主导型三种公共安全素质典型呈现模式。当前,可通过改革创新校园安全课程、加强思政教育引领、发挥法律法规的底线警示作用及重视心理健康教育等四方面提升青少年公共安全素质。

Abstract:Improving the quality of adolescents’public safety is of great significance to China’s response to public safety incidents.On the basis of a comprehensive review of the evolution of the concept of“Public Safety Quality”,the paper constructs by progressive coding core areas of“Internal Driving Force”and“External Expression Power”,public safety awareness,public safety knowledge,public safety ethics,public safety behavior and public safety psychology as the first-level indicator to build a contemporary youth public safety quality structure model.Based on the analysis of the characteristics of the first-level indicators in the model,the three typical modes of public safety quality of youth awareness-oriented,behavior-oriented and moral-oriented are presented in the New Crown epidemic response.At present,the quality of adolescents’public safety can be improved by reforming and innovating campus safety courses,strengthening the guidance of ideological and political education,giving play to the bottom line warning function of laws and regulations,and attaching importance to mental health education.
