“高教强省”背景下知识产权管理体系的思考--以高校为主体

吉林省“高教强省”政策中，对高校科技管理工作提出了总体要求和主要目标。本文以此为背景，由总体到局部，先总的叙述了健全高校知识产权管理体系的必要性，再以完善高校知识产权管理体系为主体，并从突出该主体的两个核心着手，即知识产权管理人才的培养和知识产权激励政策的完善，思考如何在该背景下完善以高校为主体的知识产权管理体系，从而进一步促进并最终推动高校科技成果的转化。

The thinking of intellectual property management system in the background of powerful province of higher education---taking universities as the main body

The paper puts forward the overall requirements and major objectives of science and technology manage-ment work of colleges and universities in the “powerful province of higher education”.Take it as the background, from overall to local,the article accounts the necessity of management system about improving the intellectual prop-erty rights firstly.Then,it improves the management system of university intellectual property rights as the main body,and proceeds from two core what gives prominence to subject,that the training of intellectual property rights management personnel and the improving the incentive policy of intellectual property rights.To think about how to improve the management system of intellectual property rights in colleges and universities as the main body promotes and drives the transformation of scientific and technological achievements further and finally.
