我国节水防污型社会建设的政策取向探讨

针对国家节水防污型社会建设目标,必须制定与之相配套的政策措施。在总结了国家节水防污型社会建设政策的局限与其影响因素的基础上,提出了国家节水防污型社会建设的初步政策框架:“坚持一个方向、推动四项进程”,一个方向即多元化发展方向;四项进程包括管理一体化进程、水业市场化进程、水务产业化进程和技术标准化进程,为实现上述政策框架,国家应制定多项配套政策作为保障。

Aim at the the target of building a water saving and pollution prevention society in China,the policy matched it should be established.Based on summarizing the disadvantage and the influence factor of the policy about building a water saving and pollution prevention society in China,the policy frame was put forward as: insist on one direction,and impulse four courses.The one direction is multi-development direction,the four courses include the integrated management course,the market course of water industry,the industrialization course of water business,and the standardization course of technology.In order to realize the policy frame above,the government should constitute some policies as a guarantee.
