自欧洲一体化启动以来,欧洲一体化的传统解释路径联邦主义和新功能主义就从不同的理论视角对欧洲共同对外政策提出了自己的理解,20世纪70年代特别是欧洲共同外交与安全政策提出之后,对欧盟对外政策的理论争论也超越了联邦主义和新功能主义等解释欧洲一体化的传统理论,现实主义、自由主义以及建构主义等国际关系理论也越来越多地关注欧盟的对外政策,对欧洲对外政策不同的理论解释相互碰撞推动了人们对欧洲对外政策的认识的发展。
