| 摘 要： | 构建高度发达的开放型经济形态，是中央对天津定位的内在要求，也是新时期天津对外开放的内在要求。我们必须克服整体开放度不高，服务市场开放活力不强等困难，加快转变对外经济发展方式，推动开放朝着优化结构、拓展深度、提高效益方向转变，着力构建起地区经济服务带动作用强、全球要素配置能力强、国际影响力和竞争力强的开放型经济体系。
