摘    要:“无为”是顺应事物的规律做事,让事物按自身规律自行运转。但自行运转时间长了,同于己的事物会发展,异于己的事物也会发展,“良”与“莠”同时壮大,壮大了的“莠”必然造成管理中的障碍。另一方面。“元为”是决策权下移,下移后的决策自然从决策者自身利益出发,很难让其长久做出有利于全局的决策。因此.为“无为”.必须先要“有为”。在“有为”确立的前提下。为“无为”。才能达到“无不为”的目标。

Abstract:In Chinese culture, "Wuwei (doing nothing; inaction; inactivity)" means complying with laws of nature and letting things take their own course. However, after a long period of inaction, things, however positive or negative, would gain development simultaneously. That is, weeds would grow well with seedlings "Wuwei" leads to decision makers of , which in the long run would make an obstacle in management. In addition, as moving-down of decision-making right, it would become very difficult for the lower hierarchy to make decisions on a global level. Therefore, to achieve "Wuwei (inaction)" at last, we have to take some "Youwei (actions) at first. Only in this way does the goal of "Wubuwei (doing everything) be achieved.
