| 摘 要： | 形式法治与实质法治,既代表了不同的法治理念,也代表了不同的法治阶段。实现民族和谐,其法律基础在于法治的实现,而法治实现的进程则是从形式法治走向实质法治。只有实质法治的实现,才能为建立民族和谐的社会主义和谐社会提供坚实的法律基础。

| Abstract: | Formal legal system and essential legal system represent difference of not only concepts,but phases of the systems.The legal foundation of national harmony is the realization of the law system,and the development course of law is from formal to essential.Only realizing the essential legal system,can it is possible to establish a solid legal mechanism for national harmonious Socialism and society. |
