| 摘 要： | 陕西投资环境存在综合经济实力弱、交通运输水平低、城市基础设施薄弱、自然生态环境恶化趋势严重,以及人口素质水平偏低、观念意识滞后、科技教育优势发挥不够明显、市场化水平低、法制政策环境和社会服务环境不够健全等问题。对此,应进一步加强基础设施建设,改善投资硬环境;加大投入,改变陕西生态环境落后面貌;转变政府职能,提高政府办事效率;完善市场机制,健全市场体系,提高市场化水平;健全法制,改善政策环境。

| Abstract: | There are many problems in the investment environment of Shaanxi Province such as the weak comprehensive economic strength,undeveloped communications and transportation and municipal infrastructure,severely destructed natural ecological environment,low quality of population,out-dated ideas,disadvantageous scientific and technological education,undeveloped market economy,imperfect environment of legal policy and social service.Measures have to be taken so as to improve the investment environment of Shaanxi Province. |
