英国管治香港的150多年时间里,其"民主发展"政策经历了一个从禁止到超速的历史演变,即:以1982年中英谈判为界,之前从1841至1981年的140年禁止香港的"民主发展";之后从1982至1997年的15年超速"民主发展"。禁止与超速的实质,都是为了强化英国对香港的有效统治,以及延续1997年英国撤退后对香港的影响。
