民主行政的价值取向

以效率为中心目标的传统公共行政学 ,忽视了公共行政的价值层面 ,并引起了一系列问题。随着行政生态环境的变化 ,民主行政便有了存在的基础。在西方 ,倡导民主制行政范式的主要实践背景是民主模式的转变———即由保护型民主转向治理型民主。在我国提倡民主行政 ,实际上是在党政不分情况下的一种现实的替代选择 ,也是健全我国社会主义民主政治的重要举措。民主行政的具体价值向度表现为两个方面 ,一是利益表达上的平等性 ,二是为实现表达的利益而扩大参与。

The Value Orientation of the Democratic Administration

The traditional theory of public administration which took efficiency as its central object neglected the value factor of the public administration and caused a series of problems. Along with the changing of the administration environment, the democratic administration has its existing basis. In the West, the practice background of advocating the mode of the democratic administration is the changing of the mode of democracy, that is, from the protecting democracy to the fathering democracy. In our country, it is treated as the practical substitute before the separation of the Party and the government, and it is an important approach to boost the construction of the democracy. Its concrete value orientation is conducted as two sides: equality in expressing interests and broadening participation to realize the expressed interests.
