| Abstract: | Strengthening the building of Party's ruling competence is an overall and fundamental issue of great importance proposed in the Sixteenth Central Committee of the Party and its Third and Forth Sessions.The ability to construct socialist harmonious society is a key respect among the five ruling abilities of CPC and strengthening the building of Party's ruling competence provides political safeguard for the construction of harmonious society. |
