| 摘 要： | 土地限期使用制度，严重限制了投资领域，使工商实业投资行为短期化，整个社会资本，成了游资，进入股市，则股价暴涨，进入地产，则房价飙升，进入国有土地，则投机加剧，导致城市粗放扩张，使经济社会发展大起大落。因此，改革和调整土地生产关系，已势在必行。

| Abstract: | The system of limiting the use of land,which limits the field of investment,social capital becoming wandering capital.If the capital comes into stocks market,the current prices of stocks will rise greatly.If it comes into housing industry,housing price will rise directly.If it comes into state-owned land,it will spead speculating,lead to cities eularging irregularly and the economic development rising and falling suddenly.So the reform must be euforced. |
