跨行政区生态环境协同治理的政策过程模型与政策启示——基于扎根理论的政策文本研究

公共政策是生态环境治理的重要工具。分析政策文本能够把握生态环境治理过程的一般规律，发现政策运行过程中凸显的问题。汾渭平原大气污染治理已成为国家大气污染防控的主战场。通过运用扎根理论研究方法，构建包括政策信念、政策互动、政策反馈和政策改进在内的政策过程理论模型，并应用该模型回溯分析汾渭平原大气治理政策文本。研究发现，政策运行过程中尚存在政策理念意识不强、政策文本的可操作性和协调性不够、政策反馈渠道相对单一以及政策改进存在消极和被动等现实问题。应通过强化责任意识和协同意识，注意政策互动过程的协调配合，不断健全和优化自下而上的动态跟踪反馈机制和政策改进的长效机制，实现跨行政区生态环境协同治理政策效力的不断提升。

The Policy Process Model and Policy Enlightenment of the Cross-administrative Region Ecological Environment Synergy Governance:Research on Policy Text Based on Grounded Theory

Public policy is an important tool for ecological environment governance.Through the analysis of the policy text,it is possible to grasp the general laws of the ecological environment governance process and discover the prominent problems in the process of policy operation.The air pollution control of Fenwei (Fenhe River and Weihe River in Shanxi Province) Plain has become the main battlefield of national air pollution prevention and control.Based on the research method of grounded theory,this paper analyzes the policy text of Fenwei Plain atmospheric governance,and establishes a theoretical model of policy process including policy belief,policy interaction,policy feedback and policy improvement.The results show that there are some practical problems in the process of policy operation,such as weak awareness of policy concepts,insufficient operability and coordination of policy texts,relatively single channel for policy feedback,and negative and passive policy improvement.Therefore,it is necessary to strengthen the sense of responsibility and synergy,pay attention to the coordination and cooperation in the process of policy interaction,constantly improve and optimize the bottom-up dynamic tracking feedback mechanism and the long-term mechanism of policy improvement,and finally achieve the continuous improvement of the policy effectiveness of the cross-administrative region ecological environment synergy governance.
