| 摘 要： | 农村社会事业是黑龙江省农业和农村经济发展的最薄弱部分，也是黑龙江省社会主义新农村建设的重中之重。在扩大内需背景下，要以科学发展观为指导，深入研究影响黑龙江省农村社会事业发展的关键性问题，高度重视农村社会事业发展，大力投入资金，增加制度供给，提供人才支持。

| Abstract: | The rural community enterprises are most vulnerable part in the agriculture and the rural economic development of Heilongjiang province. They are also the most important part of new socialist rural reconstruction in Heilongjiang province. Under the expanded domestic demand background, we must take the scientific development concept as the instruction, deeply research the key issues affecting the development of Heilongjiang province rural community enterprises, pay much attention to the development of rural community enterprises, invest the fund vigorously, increase the system supplies, provide academic support and human resources support. |
