| 摘 要： | 本文从评价者的角度出发,运用系统工程理论和方法,在对集成函数的集成原则、评价专家的评价水平与异常性的定量评价方法研究的基础上,构建了企业技术创新的动态时变评价方法。该方法克服了已有评价方法中主观赋权对评价结果的影响,对企业技术创新的评价更加科学和客观。评价结果可以为政府相关部门及时准确地掌握企业技术创新的状态与水平,提供科学依据和决策参考。

| Abstract: | From the angle of evaluators,this paper constructs the estimation method of dynamic time-varying of enterprise technological innovation by using system engineering theory and method based on the research of integration principles of integrated functions,levels of evaluation experts and abnormal quantitive evaluation.This method overcomes the subjective effect of the existing evaluation methods on the evaluation results.The evaluation results by using the presented method can provide the government with scientific bases and decision-making references. |
