| 摘 要： | 本文运用演化经济学原理,对政府在国际金融中心形成机制中发挥的作用进行了分析,指出政府在创立启动机制、强化良性循环、退出低效闭锁等方面对国际金融中心的形成具有非常重要的作用,通过对新加坡国际金融中心形成过程的案例分析,对如何建设上海国际金融中心提出了政策建议。
