长江流域主体功能区建设补偿机制构建

基于主体功能区建设要求,长江流域区域补偿应以流域可持续发展理论、区域协调与主体功能区理论和区域补偿体系理论为基础,整合生态补偿、农业补偿和特殊补偿三方面内涵和类型,形成综合性的统一体系。区域补偿标准应主要包括直接损失、机会成本、生态环境建设投入、生态环境服务功能价值及缩小区域差距的特殊补偿,并考虑国家和重点开发区域的补偿能力。补偿模式主要包括纵向补偿、横向补偿和市场补偿三种模式,另外还应对区域补偿的保障措施如政府绩效考核体系进行调整和重构。

Construction of Compensation System of Main Functional Region of the Yangtze River Basin

Embedded on the demand of construction of main-functional regions,the compensation policy of YRB should build a comprehensive system based on some advanced theories,for example,Theory of Sustainable Development,Strategy of Region Harmonizing Development and main-functional regions and system of regional compensation.And it also should integrate compensation aspects of ecology,agriculture and special area.The regional compensation standard should be composed by the following aspects: direct loss,opportunity cost,investment in ecological environment construction,special compensation of regional difference and value difference;however,all these compensations should consider the compensation ability of the nation and key-developing area.And the compensation models should include longitudinal compensation,transverse compensation and market compensation.What’s more,it should also have adjustment and reconstruction of regional compensation safeguard mechanism,governmental performance appraisal system,etc.
