论我国海洋区域管理模式下的政府间协调机制构建

我国海洋综合管理在实施区域管理模式的大背景下,跨行政区域涉海主体间的管海用海矛盾逐渐突出,协调好区域内各类涉海主体间特别是各层级海洋管理主体之间的关系是我国海洋区域管理成功的关键,这就要求通过借鉴国外先进管理经验、进一步完善区域海洋管理的制度环境建设、构建激励和约束机制等措施,构建一套完善的政府间海洋管理行为协调机制。

On Inter-Governmental Coordination Mechanism Construction in the Management Mode of China Ocean Region

Against a background of implementation of regional management in China＇s comprehensive marine management,the conflicts between administrative regions such as ocean-related organizations become more and more evident.It is increasingly crucial to coordinate the relationship between regional ocean-related organizations,especially main sectors of marine management at each level.In order to achieve that goal,we are required to improve environmental construction of regional marine management system by learning from foreign advanced managerial experience,and construct coordination mechanism for inter-governmental marine managerial behaviors with incentive and restrictive system.
