中国的“圈地运动”及其恶果

中国的圈地运动已经成为一大社会问题,被世人所关注.与我国耕地资源极度匮乏不相称的是大量的耕地被圈占,使本已脆弱的农业失去了发展的根本保障.由于权力的滥用,圈地成为权力寻租的温床;由于黑箱操作,圈地成为新贵们一夜暴富的金矿.其结果是农民的生存权被剥夺,社会出现了"三无游民"这一特殊群体.这不仅仅是一个经济问题,更是一个重大的社会问题.这一问题解决得如何将直接关系到2020年全面建设小康社会目标的实现.

Chinese"enclosure movement"has grown into a big social problem and attracted wide attention from the society.The fact that large areas of cultivated land are enclosed, which goes against our country's severe want of cultivated land resource, has deprived the already-weak agriculture of its fundamental basis to develop upon the enclosure has not only provided utilizable chances for people in power to gain personal profits by perverting their authority,but also become a goldmine that makes some people millionaires overnight through illegal deals in the dark.This results in the farmers being deprived of right of living and the rise of a special group in society called"three-without vagrants"(people without jobs,without land,without social security).It is more a serious social matter than only an economic problem. How well this is solved will directly affect the fulfilment of the goal of building an all-ronud prosperous society in 2020.
