| 摘 要： | 检察机关试行人民监督员制度，其目的在于深化检察机关的外部监督，切实解决检察机关办理直接侦查案件工作中存在的突出问题。该制度在试行实践中既体现了积极意义，也暴露出在设计上存在某些缺陷，必须不断探索、改进和完善，以提高执法水平和维护公平正义。

| Abstract: | The Procuratorate establishes the system of adminstratorship to deepen the procuratorate＇s exterior adminstration and to solve the procuratorate＇s transactional problems concerning direct investigation of cases, which practice exhibits the system＇s positive values and exposes the system＇s design disfigurements to serve the purposes of continual exploration, improvement and perfection for better enforcement and protection of equity and justice. |
