国有企业人力资本产权安排的特殊性及其影响研究

摘    要:国有企业的赢利能力低于非国有企业。这其中有计划体制遗留的问题还有市场经济发展的相对滞后的原因,但是,在企业中创造价值的是人力资本。因此,从人力资本产权安排的角度分析国有企业效率低下的原因是必要的。

Abstract:The profitability of the state-owned enterprise is lower than the non state-owned enterprise. It is because of the problem that the plan system leaves behind and the relative lag of the market economy development, but, it is the human capital that creates value in the enterprise. Therefore, from the angle of the human capital arrangement of property right arrangement, it is necessary to analyze the reason why the efficiency of the state-owned enterprise is low.
