| 摘 要： | 1994年,在实施分税制、确定和划分中央税与地方税时,明确规定,在五年之内改革和完善城建税、房产税等地方税制、并且拟订了比较具体的改革方案。但时至今日,分税制已经实施了十年多的时间,地方税制改革仍然未进行。本文剖析了我国地方税制存在的主要问题以及提出了改革与完善我国地方税制的若干建议。
