| 摘 要： | 在对我国目前土地利用规划实施效果及其影响因素分析的基础上,指出构建土地利用规划制订、实施和修编过程中公众科学合理的参与机制是有效解决规划实施效果欠佳的重要途径。为此,笔者提出在规划制定过程中引入利益相关者平台(stakeholder p latform)来构建公众参与的新机制,并且以市级土地利用规划为例,对利益相关人的鉴定、选择和利益相关者平台的构建、运行进行了实证分析。

| Abstract: | Based on the analysis of the effect of land use planning and its influential factors,this paper points out that an effective mechanism of public participation in land use planning is desirable to prompt the implementation of the planning.Accordingly,the paper introduces the stakeholder platform as the new mechanism of public participation in land use planning.Furthermore,the paper takes the land use planning at city level as a case study to discuss the identification of the stakeholders,participants in platform and organization of the process of stakeholder platform. |
