| 摘 要： | 电子政府的发展受到安全和保密问题的制约。文章首先分析网络环境的变化给电子政府的安全和保密提出的新要求 ,在新的网络环境下如何定义电子政府的安全和保密 ;接着分析电子政府的安全和保密遇到的威胁和挑战 ;最后分析了市场机制不能解决电子政府的安全和保密问题的原因 ,并提出了政府应对的政策建议

| Abstract: | The development of e government is restricted by the safety and security problem. This paper analyzes the new requirements and challenges for e-government with respect to its safety and security in the developing network environment, and the reasons why the market system can not solve the security problem. With this analysis, this paper suggests counter measures for the solution of the problem. |
