| 摘 要： | 在上个世纪20～30年代的20年危机时期,英国历史学者卡尔(E.H.Carr)对当时盛行的自由主义思潮进行了论战。卡尔的批评主要集中在集体安全、普遍裁军和国联的理念与构建的设想上。虽然他的论据是建立在历史发展观上,但是,其理论似乎太停留在一战之前的现实上,而明显地忽视了20世纪的世界体系这一新的现实。因此,作为历史学家的卡尔在现实地审视国际秩序的同时,却缺乏自己的理论分析。
