“灯塔理论”对我国“公共产品”经营方式改革的启示

＂公共产品＂的＂非竞争性＂和＂非排他性＂导致了＂公共产品＂的经营困境。发达国家为了解决困境,对待＂公共产品＂所有权与经营权的态度经历了由＂国家完全掌控＂到＂放松管制＂的转变。其中＂灯塔理论＂最有代表性,即＂专利权＂转租和＂俱乐部收费＂的思路。本文以经济学理论中的＂灯塔理论＂为基点,从＂公共产品＂的资本演进入手,对我国＂公共产品＂领域的经营现状进行剖析,从而提出我国＂公共产品＂经营模式、收费建议及＂两只手＂的协作是我国对待＂公共产品＂生产经营应当采取的方式。
