| 摘 要： | 机动车第三者责任保险未能强制推行 ,对预防交通事故的发生没有起到积极作用。本文探讨如何在我国的现有条件下 ,充分运用第三者责任强制保险这根经济杠杆 ,实现民事、行政、刑事责任的合理分配与有效配合 ,达到减少交通事故、保障社会安全的目的。
