| 摘 要： | 中国CDM(清洁发展机制)项目具有巨大发展潜力和比较优势,但实际上中国CDM项目并没有实现预期收益和均衡发展。制约中国CDM项目发展的主要原因是商业银行对CDM项目缺乏有效的信贷支持和风险分散机制。根据中国CDM项目发展现状、特点、问题及其原因,通过SWOT分析找出与占优策略状态间的差距,得出占优策略:以商业银行为核心加大信贷供给,创新风险分散机制,推动碳中介交易市场建设,以期商业银行能够在未来CDM项目开发和碳金融产品交易中充分发挥积极作用。
