政务公开概念辨析

政务公开是目前被广泛使用的一个概念。在目前我国加入 WTO的背景条件下 ,政务公开实际上是对WTO规则中行政透明度原则的贯彻。因此 ,科学地认识政务公开概念的内涵和外延 ,将有助于政府改革的实践。本文从政治学角度出发 ,运用比较分析法 ,对政务公开概念进行了辨析和阐释 ,指出政务公开是国家权力的议决和执行机关就与国家权力运作的相关情况 ,依法向利益相关人予以告知并接受监督的行为

Discernment of the Concept of Open Administration

Open administration is a popular concept often used today.It is viewed as being in accord with the principle of clear administration on the background of our country's WTO entry.So,understanding the open administration scientifically will benefit the administration reform.From the perspective of politics and by the method of comparison,open administration is discerned and interpreted in this thesis.It is defined as an action taken by both decision making and executive institution that report information concerning the exertion of state's power to the benefit related persons and accept the supervision of them.
