再论西部大开发的若干问题

西部大开发是由社会主义共同富裕的本质所规定的,是党和政府执政的责任。西部的落后是全国经济格局大变动的结果,西部开发并不以牺牲东部利益为前提,而是基于缩小东西部差距,促进全社会协调发展。西部大开发要坚持走计划与市场相结合的创新道路。

The Great Open-up of West China is determined by the nature of common wealth in the socialist country,and is the responsibility of the CPC and government.Backwardness of West China results from the change of national economic pattern,and development of the west should not be carried out at the cost of East China,but on the basis of reducing the margin between the east and the west to promote coordinated development of the whole country.The Great Open-up of West China should combine national planning and the market,thus go on a renovated new way.
