| Abstract: | The administrative personality, which constitutes the principle part of the construction of administrative ethics, is an inner quality which distinguishes the state administrative staff from other social members in their dealing with public affairs. This inner quality is characterized by the internal unity between administrative qualifications, administrative standards, administrative morals and administrative style. |
