思想教育工作应贯穿人事制度改革全过程

人事制度改革,势在必行,面对重重困难,用思想教育工作去引导,促使改革全面进行,是我们要解决的首要问题。思想教育工作要有条不紊地进行必须分三步走:人事调整前的思想教育工作,需要有的放矢,避免盲目性,减少失误;人事调整中的思想教育工作,要点面结合,既广泛号召又个别指导,使工作具体化;人员到位后的思想教育工作也不能放松。要保证以后的改革能顺利进行,思想教育工作必须贯穿始终。

Ideological Work Should Be Done through the Whole Process of Personnel System Reform

Personnel system reform is imperative under the circumstances.Facing so many difficulties,the chief problem that we should solve is to make the reform performed completely guided by ideological and political work.To ensure ideological and political work to go on in an orderly way we must go by three steps: we must have a definite object in view,avert blindness,decrease fault before the innovation;we must combine the whole and the parts,that is,general call and individual guidance to make the work concrete when the reform is being performed;the ideological work can not be loosed even when the staff occupy their positions.To ensure the reform to go smoothly the ideological work must be done throughtout.
