| 摘 要： | 风险社会的来临，要求我们反思基于专家体制的决策风险及其发生机制。专家体制困境的重要根源在于现代国家建构过程中权力分配的结构失衡，因此，从结构层面上来说，专家体制的出路是走出“政治技术化”路径下国家中心主义的治理危机，纠正政治权力对决策过程的过多干预，通过建构国家治理机制、市场治理机制与公民社会治理机制之间的均衡治理网络，实现专家体制合理有效的权力分配。随着当代中国市场经济的发展和“小政府、大社会”目标的确立，政府与科技、商业、公共领域之间的关系都在重新界定与建构的过程中，专家体制也在不断改变其决策行动框架，降低决策风险。
