| 摘 要： | 华洋义赈会在近代中国救灾史上占有重要地位。通过对其在河北省办赈活动的个案考察,深入剖析了该民间组织“有灾救灾、无灾防灾,与其授人以食,不如授人以技”的独特办赈理念。研究华洋义赈会从赈灾到防灾的实践飞跃,对当代的救灾和防灾工作也有借鉴意义。
