In modem China, the center of economic development has been transferred from exploiting material resources to exploiting human resources. This already turned out to be the prime resources in boosting up economic progress. Exploiting and utilizing human resources has already become the key element in economic development. Especially in the transformation of economic patterns from dependence on material resources to dependence on human resources, the above mentioned competition takes shows a more rigorous power.
