清末为争取在荷属东印度设领的外交努力

1897年清政府就在荷属东印度的设领问题,与荷兰展开了交涉。这既与当地华人、华裔遭受殖民当局迫害有直接关系,又是中国早期外交官设领思想发展的必然产物。吕海寰作为清政府的首席代表,纵横捭阖,对该问题的解决起了重要作用。虽然设领尝试最终未能实现,但它为1911年在荷属东印度设领成功奠定了基础。

The Diplomatic Attempt to Establish A Consulate in the Dutch Colony of East India in the Late Qing Dynasty

In 1897 the government of the Qing Dynasty negotiated with Holland concerning the establishment of a consulate in the Dutch colony of East India.Such a diplomatic negotiation was resulted from the fact that the overseas Chinese there were subjected to the persecution instituted by the colonial government,and was also an inevitable outcome of the Chinese diplomatic thinking in that period of time.Liu Han-huan,a chief representative of the Qing government,played a decisive role in the settlement of the negotiation,which laid a basis for the establishment of a consulate in East India in 1911.
