| Abstract: | Key factor to administer a nation by laws is to establish the socialist legal concept. Nowdays transforming the law concept should set up there concept of the equality to all men before laws, the supremacy of laws, glory to obeserve the law and ingoming to break the law. The purpose to make laws is to safeguard rights to every citizen. |
