| Abstract: | This article argues that, to improve the quality of university journals, stress should be laid on the training of writers, readers and editors. Writers of high quality are the basis of top-quality journals; readers of high quality are the guarantee of top-quality journals; and editors of high quality are the key to top-quality journals. |
