从“互动”到“互构”——当前中国地方治理的路径转移

地方治理作为一种新型治理理念,在发挥地方活力实现善治目标的过程中日益重要.在当前地方治理的研究和实践中,将民主参与作为首要切入点,治理的最终目的——高质量公共服务的提供,却没有得到很好实现.稳定、有效的治理体制是当前实现地方治理目标的重点,治理路径也应由参与下的“互动”向体制构建下的“互构”转移.

From Mutual.act to Mutual.construct--Path Shift of Current Chinese Local Governance

As one of the modern governance concepts, local governance plays more and more significant role in the process of a.chieving the goal of good governance realized by bringing local vitality into fully play. In the current research and practice of localgovernance, in the process of taking democratic participation as the first initiation, the ultimate objective of local governance,high quality public service supply, has well not attained. On the basis of the analysis of this phenomenon, this paper holds thatstable and effective governance system is an important aspect to reach the current goal of local governance and that governancepath should shift from “mutual.act” under the participation to “mutual.construct” under the system construction.
