抗战前南京国民政府的军事留学教育

南京国民政府为巩固其专制统治 ,极为重视军事留学教育 ,192 9年颁布了《陆海空军留学条例》 ,对军事留学作了较为全面的规定。陆军留学 ,主要由训练总监部主管 ,2 0世纪 30年代以前重点派往日本 ,“九一八”事变后转向德国 ;海军留学由军政部负责 ,主要遣往英国 ,其次为德、日、意、美等国。为了军事的绝对统一 ,禁止私送是军事留学与一般留学政策上的明显不同之处

The Study Abroad of Military Personnel Sent by the Nanjing Government before the Anti-Japanese War

For the purpose of consolidating its rule, the Nanjing Government attached great importance to sending people for military study abroad. In 1929, it issued Rules Concerning Military Study abroad for the Army, Navy and Air Force. Those from the army were mainly sent to Japan in the 30s under the supervision of the Training and Supervision Department. After the Sept 18 Incident, they were mainly sent to Germany. Those from the navy were mostly sent to Britain, and some to Germany, Japan, Italy and the US under the supervision of the Military-Political Department. Private military study abroad was strictly forbidden.
