| 摘 要： | 衰退产业是产业生命周期的最后阶段 ,它具有“衰而不亡”和“重焕青春”两个特点 ;产业衰退的原因多而复杂 ,但主要是市场需求的变化和科学技术的进步。这些就为我们制定和实施衰退产业政策提供了依据。解决好产业衰退的问题要靠政策的指导 ,科学地制定和有效地实施衰退产业政策对产业经济乃至整个国民经济都有十分重要的意义。在制定和实施衰退产业政策时 ,应根据产业的实际情况 ,进行相应的处理和安排 ,避免造成经济上的巨大损失和对社会的巨大压力。

| Abstract: | Just as any other thtings in the world,industry is in the process of begining,development and decline,decline industry is the last stage of industry circle.The major reasons are the change of market demand and the progress of science and technology.It is very important to draw the policies for recession industry scientifically and implement them effectively.We should make them in accordanee with the reality to avoid lose in economy and society. |
