| 摘 要： | 北方海航道不仅仅受到狂风、洋流、冰情等自然条件的影响，同时还要受到诸多国际管理制度和国际法等因素的牵制，这些国际法涉及冰封海域的领海与海峡。因为历史和地理原因，苏联／俄罗斯对北方海航道实行了垄断性控制，制定了相关北方海航道法规和政策，但同时俄罗斯的国内法律与国际法也有诸多矛盾。

| Abstract: | The Northern Sea Route is not only strongly influenced by snowstorm,ocean currents,and harsh ice condition,but also restricted by many laws and systems,such as international law.These laws involve the territorial sea and the straits covered by ice.Because of historical and geographical factors,Russia strictly controls the Northern Sea Route,and formulates the relevant regulations and policies concerning the Northern Sea Routes.However,Russian domestic laws contradict the international law and United Nations... |
