| 摘 要： | 袁世凯对直隶矿业的发展最突出地体现在回收开平煤矿主权与扶持启新洋灰公司两件事上,这在当时社会上产生了积极的影响。袁世凯收回开平及扶持启新,在当时的中国产生了很大的影响,直隶也因此而取代湖南而成为全国的模范省。清末民初是我国经济发展的黄金期,这与包括袁世凯在内的政府官员的努力,不无关系。在此问题上,过去学界一味强调实业救国思潮,强调民间行为,有失片面。晚清重工思潮风起云涌,袁世凯乃其实行者,以往学界重思想、轻实践,并不足取。
