| 摘 要： | 公共政策所涉及的利益可以分成具有社会分享性的公共利益、具有组织分享性的公共利益和具有私人独享性的个人利益。新能源产业既关系到公共利益的维护，又关系到个人利益的实现。四川新能源产业的发展要努力实现个人利益、组织利益、公共利益的和谐。从制约新能源产业发展的资源和环境问题入手，分水能、生物质能、核能、新能源装备四个方面进行现状描述，并从利益分析的视角分政府、企业、个人三个层次分析制约其发展的因素，提出四川新能源产业发展要遵循一种“政府主导＋市场运作＋社会参与”的模式。
