我国高校图书馆馆藏数字化法律问题研究

网络技术的迅猛发展以及电子化图书的便捷,使得高校图书馆馆藏数字化必将是高校图书馆未来发展的方向。目前我国高校普遍存在外购的电子图书产品多、特色馆藏资源少、馆际合作少且资源重复投资等问题。由于我国著作权相关的法律对合理使用权的范围、地域、方式都进行了较为严格的规定,不能满足高校图书馆馆藏数字化发展的需求。我国版权法应借鉴美国《数字千年版权法》的做法,对＂合理使用＂的目的、地域范围、使用方式进行扩展规定,解除对图书馆数字化发展过严的限制,实现真正的资源共享。

RESEARCH ON THE LEGAL PROBLEMS IN DIGITIZING UNIVERSITY LIBRARY COLLECTIONS
