列宁论反腐败的法律对策

十月革命后,针对苏俄党内和国家机关中出现的诸如铺张浪费、贪污受贿、追求特权等严重的腐败现象,为确保人民群众当家作主的永久性地位,防止国家公职人员由社会公仆变成社会主人,列宁在对腐败现象进行深入、系统研究的基础上,首次阐明了社会主义国家应以法律为武器同腐败现象进行斗争,并提出了一系列反腐败的法律对策。加强立法,为反对和治理腐败提供法律武器;加强法制教育,培育全社会的法律意识和观念,根除腐败现象的思想基础;严格执法,依法对腐败分子实行严惩,以儆效尤;完善法律监督机制,从制度上堵塞腐败现象赖以滋生和蔓延的漏洞。

After the October Revolution,serious bribery and corruption existed in the party and government of Soviet Russia,and officials pursued the privileges.In order to guarantee the citizen's permanent status as the master of the country and prevent them from becoming public hosts rather than servants,Lenin investigated the corruption thoroughly and for the first time he expounded that the socialist state should use laws to fight against the corruption.He put forward a series of legal countermeasures for anti-corruption as the following: strengthening the legislation and offering laws of anti-corruption,strengthening the legal education to make the citizens be aware of obeying laws with an eye to removing the mental causes of corruption,enforcing the laws strictly and punishing corruptions severely to warn potential ones,improving the legal supervision mechanism and correcting its deficiency from which corruption may come into being and spread.
