论我国与欧美乞讨现象的异同及对策

乞丐和乞讨是现实社会普遍存在的一种社会现象,但其形成原因、现实表现、社会处理方法在国内外有所不同.在我国全面构建和谐社会的今天,应充分借鉴发达国家和地区的经验,对乞丐和乞讨行为进行分类处理:对于真正贫困的乞讨者要通过健全社会保障体系和社会互助体系来消除;对于职业乞讨者,则要更多地给以正面教育,使其能自食其力;对于"恶抢恶夺"的行乞者则需通过法律手段给予严厉打击.

On Similarities and Differences between China's Begging and Developed Conturies'

The phenomenon of beggars and begging exists commonly in social reality.There are obvious differences in causes,behave and management between the developed countries and China.At present,we should use the developed countries experience as the reference to divide the baggers into three groups.The first group is the real poor without other means of living.We should solve this problem through social security,social assistance and the help of charitable organizations.A lot of beggars named professional beggars belong to the second group.It's important to give them correct instructions,narrow the gap between the rich and the poor.The third group lives a begging life by means of fraud and even violence.We should disintegrate them and punish them by law.
